Meet Fran
Frances Kovaleski is seeking re-election to her third (3rd) term as Lackawanna County Register of Wills/Clerk of Orphans Court. Prior to her two (2) terms as Register of Wills/ Clerk of Orphans Court, Kovaleski served as Deputy Register of Wills for eighteen (18) years.
Kovaleski is currently in her second (2nd) term as the President of the statewide Pennsylvania Register of Wills/Clerk of Orphans’ Court Association, having been elected to said post by the other Register Wills/ Clerk of Orphans’ Court in the sixty-seven (67) counties across Pennsylvania.

Passionate about her office, Kovaleski has overseen and facilitated the transition of the Register’s Office into the digital age, making public records relating to Estates, Marriages and a variety of other filings viewable and printable online. Her office also handles sensitive legal matters such as adoptions and guardianships for the elderly and disabled. Kovaleski also manages all financial aspects of the office including the processing of an average of Fifteen Million Dollars ($15,000,000.00) in annual inheritance tax revenue.
Kovaleski is married to her husband of 50 years, Ken. She is the proud mother of three sons, Kevin, Kenneth and Michael and an even prouder grandmother to nine grandsons. Kovaleski also serves as Chairwoman of the Board of Goodwill Industries of Northeast Pennsylvania. She is a founding member and past President of the Society of Irish Women, a past president of St. Joseph’s Center Auxiliary and a member and past Executive Board member of the Lackawanna County Federation of Democratic Women. Kovaleski and her husband, Ken, reside in Scranton.
